Putin vows retaliation after accusing Ukraine of hitting a student dormitory in occupied Luhansk. Six people are dead. Thirty-nine more are injured. Another fifteen are still missing under the rubble. The Russian president is not calling this collateral damage. He is calling it a reason to strike back.

The overnight attack hit the town of Starobilsk. Putin says there were no military targets anywhere near the building. No intelligence facilities. No command posts. Just students. He claims Ukraine sent three waves of drones, sixteen in total, and they knew exactly what they were hitting. He has now ordered his military to prepare proposals for retaliation. That is not a warning. That is a countdown.

Ukraine tells a completely different story. Its military confirmed it struck Starobilsk but says the target was the headquarters of Russia’s elite Rubicon drone unit. Rubicon fighters are accused of regularly hitting civilians and civilian infrastructure inside Ukraine. Kyiv insists the strike followed international humanitarian law and was aimed at a legitimate military facility. It did not confirm or deny whether the same building was used as a dormitory.

Russian state TV showed one injured student. Diana Shovkun, aged nineteen. Head injuries from a collapsing concrete slab. No photos of the dead were shown. No names released. The grief is being managed.

This is not happening in isolation. Ukraine also struck the FSB security service headquarters in occupied Kherson on Thursday. Zelensky said about a hundred Russian personnel were killed or injured. Moscow has not officially responded. Pro-Kremlin channels are reporting casualties.

Then on Saturday, debris from drones sparked a fire at an oil depot in Novorossiysk, a Black Sea port deep inside Russian territory. Two people were injured. Drones also damaged homes in Anapa further north. The War is bleeding past the front lines.

Putin is under pressure to respond visibly. The Kremlin cannot absorb strikes on what it claims is civilian housing without answering. The question is not whether retaliation comes. It is how big and where. Ukraine is bracing. The cycle of strike and counter-strike is spinning faster than it has in months.
